TEMPERATURE

Can twirl me spanners and did alright rebuilding the carbs, but am stuck now.
Why doesn't my temperature guage rise, stays at very bottom.
Thermostat or sensor?
The bottom sensor of two on my '94 Foxeye RU is connected okay 'cos when I connect and disconnect, I notice a little 'flutter' at the bottom on the gauge, so it's getting power at the gauge.
I'm guessing thermostat stuck open?
What does the bigger top sensor do?
In fact, why two?

Bigger sensor controls when the fans kick in.
Smaller one is for the temperature gauge.
Has it suddenly stopped working or just after working on the bike?

Bike was off road for some years, 'till last year or so.
Hardly ridden since, only very short journeys (MOT and back) and to be truthful gauge has hardly ever moved from its lowest position,
although I can see it moves (barely) 'specially when I remove and refit wire at the lower sensor.
If I'm going to use it more, need to sort soon. (well, over winter anyways) :D
Can't say I've ever heard fan cut in either, while my FZS1000 fan is on and off loads within minutes of starting.

Start the bike. Go and make a pot of tea. Drink tea. Go and check temp. Drink more tea. Go and check temp. Drink more tea. Go and check fan. If no fan - kick the bike.
Keep on keepin' on.
