strange caps on ignition switch screws

hi all, i wanted to swap the top yoke from a 94 to a 89.
but one has protective caps over the torx heads.
how do you get them off.

The yolks shouldn't be interchangeable as fork diameters are different

Yes that's correct , but i want to retain the 89 ignition switch .

my mistake in the original post,
swapping the whole front end out but would like to retain all the switch gear.
