Could mean anything, like you say...
I'd imagine it'd relate to power-train, so decat, can(s), full system and so on.
Cant really see them seizing a bike for LED indicators
Once You Pop, You just cant Stop... Unless you've seized a Piston...
A classic specialist insurer recently said they would not be surprised if older machines were "modified" because of a lack of availability of original parts.
On a serious note then, if "mods" are notified and accepted, it would be questionable that there could be any justification to "seize" your pride and joy.
As regards LED indicators, if they start pulling for those then we'll know it's the beginning of the end! ......I wonder if our local Yamaha main dealer still has stock of original end cans too??

Just make sure you've advised your classic insurer of the mod and that it's kite or "e" marked

I don't want to scare you lads but I got pulled last year. I won't go through all the details. I had to do an awareness class. The ex biker cop who did the class told us all that Brussels want's us bikers off the road full stop. We're causing the NHS and other parties involved too much money with the accidents that happen etc. He also asked us how much do you think 1 accident cost. I said 10k some said 20k some 50k. Come on lads have a guess. I was shocked by what it costs. I think I've told you Stig so you're not included.
Bit of advice. Buy a good bed and a good pair of shoes, because if you aren't in one you'll be in the other.

My insurers are aware I have a Harris can fitted and that it (no longer says) not for road use
They've been advised of all my mods and are included on my policy inc R1 brakes etc

To save you all trying to guess. Each road traffic accident cost the goverment 1.3million.

Having spent quite a bit of time working with data - you can get statistics to justify whatever you want - however farcical eg Big Bang Theory Sheldon demonstrating that statistically his room mate would die going under the knife for a minor nose surgery, he did include chances of meteor storm, alien invasion etc.
However if you look at what the chap is saying then surely that logic extends to any road accident to a lesser or greater degree so accidents caused / involving horses, lycra louts, ramblers, cars, wild animals would all cost the Government massively - I'm surprised as a country we are not massively in debt... oh
So basically if we all sat at home wrapped in cotton wool that would save loads and the books would be balanced - up until we all get heart failure through lack of exercise and the NHS impact starts again
