Speedo connection in front wheel

Speedo connection in front wheel

Could anybody tell me if the round metal plate type thing that sits in the front wheel and connects the speedo is replaceable please. I have a spare wheel but it doesn't have this metal part in it. If it is replaceable, where could I buy another part from? and how do you get them out? Many thanks.
