Is there not one goes between the mirror and the fairing and one between the fairing and the fairing bracket.

You may be looking for a problem that isnt there. Not all servos cycle when switching on the ignition.

Have you tried turning it open by hand and then switching the ignition on to see if it rotates back to the rest position?

Im sure its been said before that you can also do this by raising the rear wheel using a paddock stand and rotating the wheel which will in turn rotate the crank.
